Planning to Tourism Capacity in a CrisisCentralized planning established a successful tourism in dustry in Cyprus, but more recent problems of excess capac ity, poor product performance, and declining numbers have called into question the flexibility of a centralized planning function to first identify and then positively respond to changes in the pattern of tourism demand. Questions are raised as to how close a tourism planning body should be to central government decision making.
